Why Reject Cheaper Russian Fuel? Federation of National Organisations Demands Answers

Dr. Wasantha Bandara, General Secretary of the Patriotic National Movement, has called on the government to immediately disclose the reasons for not proceeding with what he described as a potential agreement to import fuel from Russia at reduced prices.

Speaking at a press conference organized by the Federation of National Organizations, Dr Bandara claimed that two Russian ministers had visited Sri Lanka for discussions on supplying petroleum at concessionary rates, but alleged that the government had failed to take appropriate steps to advance the proposal.

He suggested that the delay or reluctance to move forward may stem from several factors currently being debated publicly. One claim, he said, is that direct government-to-government fuel purchases at lower prices could limit opportunities for commissions or irregular financial gains, making such arrangements less appealing to certain parties.

Bandara also alleged disparities in fuel procurement costs, stating that diesel could have been obtained from Russia at approximately $150–$160 per barrel, while purchases from India were reportedly made at significantly higher prices. He warned that continued procurement under such conditions could lead to a financial scandal surpassing previous controversies.

He further claimed that some officials within the Treasury and the Central Bank may be opposing the deal, alleging influence from international financial institutions. Referring to past cooperation, Bandara noted that a bilateral commission established between Sri Lanka and Russia in 2016 had facilitated a concessional loan of 500 million euros, which he claimed remained unused.

Additionally, he suggested that geopolitical considerations, including relations with India and the United States, could be influencing decision-making, raising concerns about national sovereignty.

Bandara warned that failure to secure lower-cost fuel could worsen the cost-of-living crisis and place further strain on the economy. He urged authorities to clarify their position and make public the reasons behind the reported decision not to proceed with the Russian fuel offer.
