Cuba Accuses US of Inaction After Alleged Terrorist Infiltration Attempt Foiled

The Cuban government has accused the United States of harboring individuals who plan violent attacks against the island, following the foiling of an alleged terrorist infiltration attempt by a group of armed men who departed from Florida.

In a strongly worded statement on Thursday, Deputy Foreign Minister Carlos Fernández de Cossío detailed the incident, which occurred on Wednesday, February 25th, and framed it as the latest in a six-decade-long pattern of aggression originating from U.S. soil.

"This is not an isolated act," Fernández de Cossío asserted. "For over 60 years, Cuba has been the victim of aggression and countless terrorist acts, most of them have been organized, financed, and carried out from United States territory."

The Incident and Cooperation

According to the Deputy Foreign Minister, Cuban authorities intercepted a vessel registered in Florida carrying 10 individuals intent on carrying out a terrorist act. Upon confirming the vessel's origin, Cuban officials immediately contacted U.S. authorities, including the State Department and the Coast Guard, to report the incident. Havana stated it is willing to exchange information and will formally request details on the individuals involved and the vessel through existing bilateral mechanisms. The Cuban government noted that U.S. authorities have expressed a willingness to cooperate in clarifying the events.

The Individuals and Seized Arsenal

The statement identified the 10 individuals involved, four of whom are deceased: Cristian Ernesto Acosta Guevara, Conrado Galindo Serrior, José Manuel Rodríguez Castelló, Leordán Cruz Gómez, Amijail Sánchez González, Roberto Álvarez Ávila, Pavel Alling Peña, Michael Ortega Casanova, Ledián Padrón Guevara, and Héctor Duani Cruz Correa.

Officials also corrected an earlier report, clarifying that a man named Rolando Roberto Ascorra Consuegra, known for previous hostile actions against Cuba, was not part of the group.

Authorities said they seized a significant cache of military-grade weapons from the vessel, including:

Assault rifles and sniper rifles

Pistols and Molotov cocktails

Tactical gear (night vision, bulletproof vests)

Ammunition of various calibers and combat rations

Propaganda material from counterrevolutionary terrorist organizations

A History of Accusations and Impunity

The Cuban government used the incident to renew its long-standing criticism of what it calls a "prevailing sense of impunity" in the U.S. for individuals and groups that organize violent plots against Cuba.

Fernández de Cossío revealed that two of the perpetrators, Amijail Sánchez González and Leordan Enrique Cruz Gómez, were included on a list of suspected terrorists that Cuba officially shared with the U.S. government in 2023 and 2025. The Deputy Foreign Minister stated that Cuba is still awaiting a response from Washington regarding these individuals and dozens of others named on that list, which was compiled under the framework of UN Security Council Resolution 1373.

"Anti-Cuban groups operating in the United States resort to terrorism as an expression of their hatred to Cuba and the impunity they believe they enjoy," the statement read.

Cuba reaffirmed its own commitment to combating terrorism in all its forms, noting its status as a signatory to 19 international conventions and its "exemplary record" in counter-terrorism efforts. The government insisted its actions to protect its territorial waters are a matter of national sovereignty and are consistent with international law.
