China Briefs Sri Lankan Political Parties on the Fourth Plenary Session of the 20th CPC Central Committee (Video )

A review meeting was held on December 23 at the Shangri-La Hotel, Galle Face, Colombo, to brief Sri Lankan political parties and national organizations on China’s the Fourth Plenary Session of the 20th CPC Central Committee. The meeting aimed to explain the guiding principles and development priorities of the Plan and to highlight China’s continued engagement with Sri Lanka.

The Keynote address was conducted by Mr. Wang Junzheng, Member of the 20th Central Committee of the Communist Party of China (CPC) and Secretary of the CPC Committee of the Xizang Autonomous Region. He outlined the background and significance of the 15th Five-Year Plan and its relevance to China’s economic and social development.

Mr. Wang explained that, under the centralized and unified leadership of the CPC Central Committee, the formulation of the Five-Year Plan follows an established institutional process. First, the Plenary Session of the CPC Central Committee deliberates and adopts the “Recommendations” for the Plan. Based on these recommendations, the State Council formulates the Five-Year Plan “Outline,” which is then submitted to the National People’s Congress for review and approval before official publication and implementation.

He further noted that the recommendations for the 15th Five-Year Plan were discussed and adopted at a Plenary Session of the 20th CPC Central Committee, which was attended by full and alternate members of the Central Committee, members of the Standing Committee of the Central Commission for Discipline Inspection, senior officials from relevant departments, and invited representatives from grassroots levels, as well as experts and scholars. The session was chaired by the Politburo of the CPC Central Committee, with General Secretary Xi Jinping delivering an important address.

Addressing participants at the Colombo meeting, Mr. Wang Junzheng reaffirmed China’s commitment to supporting Sri Lanka’s development. He stated that China is willing to share its development experience and continue cooperation under Sri Lanka’s “Rebuilding Sri Lanka” programme, emphasizing China’s readiness to provide assistance in line with mutual development goals.
